Ibogaine access expanded for veterans in FY27 NDAA

The U.S. House of Representatives has passed the Fiscal Year 2027 National Defense Authorization Act (NDAA), which includes significant provisions aimed at expanding access to ibogaine treatments for veterans. According to a statement from Rep. McCaul, the NDAA includes a provision, co-led with Rep. Morgan Luttrell (R-Texas), to increase access to neuroplastogen treatments such as ibogaine for veterans. McCaul highlighted the potential of ibogaine to offer recovery paths where traditional medicine has not succeeded, addressing the needs of veterans who have served under challenging conditions.

Mental Health Support for Special Forces

The NDAA also introduces a pilot program for anonymous counseling for Special Operations Forces, a measure McCaul supported alongside Rep. Jodey Arrington (R-Texas). This initiative aims to provide mental health resources without penalizing servicemembers for seeking help, acknowledging the unique pressures faced by those in high-risk military roles.

Strengthening Global Defense Partnerships

In addition to veteran care, the NDAA includes provisions to bolster international defense collaborations. McCaul, in partnership with Bill Huizenga (R-Mich.) and Joe Courtney (D-Conn.), secured measures to enhance the AUKUS partnership. These include facilitating the sharing of missile and drone technologies among the U.S., U.K., and Australia, and increasing the number of Virginia-class submarines that can be transferred to Australia under the agreement.

Advancing Unmanned Systems

The bill also focuses on accelerating the development of unmanned systems, a priority McCaul underscored following his observations in Ukraine. The NDAA aims to boost innovation in drone technology and counter-drone capabilities, reflecting lessons learned from recent conflicts.
